Who we are

El Programa Hispano Catolico (EPHC) began in 1982 as an outreach effort to support Latine migrant farmworkers in East Multnomah County. Over the years, it expanded to meet the growing needs of the Latine community, including housing, healthcare, legal aid, and domestic violence services. In 1995, it launched UNICA, Oregon’s first bilingual, bicultural domestic and sexual violence support program. In 2015, EPHC became an independent nonprofit with a mission to advance racial equity and social justice. Today, it serves around 32,000 people annually through programs focused on economic sustainability, education, wellness, and survivor support.

What we do

El Programa Hispano serves over 32,000 Latine individuals annually across the Portland, Oregon metro area, providing support throughout all stages of life. Services include:

  • Education: Programs from early childhood to adulthood, including mentoring, parent support, after-school activities, and cultural empowerment.
  • Economic Sustainability: Assistance with housing stability, eviction prevention, legal advocacy, and basic needs.
  • Community Wellness: Services for seniors, health clinics, and food justice efforts like food pantries and nutrition classes.
  • UNICA Program: A 24-hour bilingual crisis line (503-232-4448) for domestic and sexual violence, offering legal/medical advocacy, housing support, counseling, and support groups.
